Alena Buyx: From the Ethics of Exclusion to the Ethics of Gene Editing

Alena Buyx has had a remarkable career. In a functioning democracy, that career would have ended long ago. In Germany, you get the Federal Cross of Merit for it.


Who Is Alena Buyx?

Medical ethicist. Professor at the Technical University of Munich. Chair of the German Ethics Council from 2020 to 2024. Member of the WHO Expert Advisory Committee on Developing Global Standards for Governance and Oversight of Human Genome Editing — nominated by the German Federal Ministry of Health.

A woman who sat in all the critical positions during the critical years of the pandemic. And who failed at every single one — measured against what the Ethics Council was supposed to be: an independent corrective.

2G Is “Acceptable”
#

In November 2021, at the peak of Germany’s exclusion policy, Buyx as Ethics Council chair declared the 2G rule ethically acceptable:

“The situation is threatening. It would have been nice if we could have continued with 3G, but we are once again facing hospital overload.” 1

With these words, Germany’s top ethicist gave the green light for excluding millions of people from public life. No restaurants, no cinemas, no gyms — in some federal states, no supermarkets. Not because of a crime. Because of a medical decision.

“I Would Vaccinate My Children Immediately”

Buyx publicly advocated for vaccinating children — with a vaccine that was neither approved nor adequately tested for children. The STIKO (Germany’s vaccination committee) didn’t recommend vaccination for 5-11-year-olds until May 2022 — and even then only with restrictions 2.

Solidarity as a Weapon
#

What Buyx called “solidarity” was in reality a tool of moral coercion: anyone who didn’t get vaccinated was unsolidary. Anyone who asked questions was endangering the community. The Ethics Council, which was supposed to defend the fundamental rights of the minority against the majority, instead delivered the ethical justification for their exclusion.


The Plagiarism

In February 2026, Austrian plagiarism investigator Stefan Weber published an assessment of Buyx’s 2005 dissertation. The result: 73 instances of plagiarism in the form of text and source plagiarism 3.

The University of Münster announced a preliminary review. Buyx rejects the allegations 4.

73 instances of plagiarism. In a dissertation on medical ethics. By the woman who was supposed to oversee the moral standards of an entire nation as chair of the Ethics Council.

The irony writes itself.

The Plagiarism Investigator

Stefan Weber is no unknown quantity. He uncovered the plagiarism in the dissertations of Karl-Theodor zu Guttenberg, Annette Schavan, and numerous other politicians and academics. His methodology is established, and his findings have led to the revocation of doctoral titles in the past.


From Vaccine Ethics to Genome Editing

And now the next stop: since 2019, Buyx has sat on the WHO Expert Advisory Committee on Developing Global Standards for Governance and Oversight of Human Genome Editing — nominated by the German Federal Ministry of Health 5.

The committee is tasked with developing “appropriate governance mechanisms for the regulation of human genome editing.” This is about CRISPR, germline modifications, the question of whether and how the human genome may be altered.

The woman who ethically rubber-stamped the exclusion of healthy people from public life is now supposed to help develop ethical standards for modifying the human genome.

Anyone who demonstrated during the pandemic that individual fundamental rights are negotiable is the last person who should be deciding on the ethical boundaries of genetic manipulation.


The Network

Buyx is not an isolated figure. She is part of a network that emerged during the pandemic and has since been rewarded career-wise:

  • April 2023: Buyx was one of 22 personal guests at the ceremony where President Steinmeier awarded Angela Merkel the Grand Cross of Merit at Bellevue Palace 6
  • October 2024: Steinmeier awarded Buyx herself the Federal Cross of Merit — explicitly for her work during the Corona pandemic 7
  • LMU Munich: The university proudly announced Buyx’s appointment to the WHO committee 5

The message is clear: those who played along during the pandemic are rewarded. Those who asked questions are dismissed or defamed.

The pattern is not an isolated case. It has a name: Karl Lauterbach.

Lauterbach, the man who “led” Germany through the pandemic — with false titles, false promises, and a vaccination campaign whose safety the PEI couldn’t assess — is on the internal shortlist for the most powerful health position in the world 9.

Buyx, the woman who issued the ethical free pass for exclusion — with a plagiarized dissertation — now advises the same organization on genome editing.

The German government, according to Foreign Minister Wadephul, wants “more top positions at the United Nations.” One could also say: Germany is exporting its pandemic functionaries into international organizations — before domestic accountability catches up with them.


What It Means
#

Alena Buyx represents a system that rewards its functionaries instead of holding them accountable. A system where the same people who failed in one crisis are promoted into the next. Where scientific integrity (73 plagiarism instances) weighs less than political usefulness.

From the Ethics Council that rubber-stamped fundamental rights restrictions to the WHO committee writing the rules for modifying the human genome. That’s not a career move. That’s a systemic failure.
