On 10 May 2026, shortly after sunrise, the MV Hondius entered the industrial port of Granadilla de Abona in the south of Tenerife — escorted by a Guardia Civil vessel. On board: 147 people, none of whom showed symptoms of illness at the time of arrival. WHO risk rating for the general population: “low.” What followed is a lesson in institutional disproportionality.
The Numbers#
The Andes hantavirus outbreak on the Hondius, which began on 1 April 2026 after departure from Ushuaia, had the following tally as of 9 May 2026:
- 8 infections in total
- 6 confirmed hantavirus cases
- 3 deaths — a Dutch couple and a German passenger
- 0 symptomatic on arrival in Tenerife — CBS News, confirmed by Oceanwide Expeditions: “None of the 147 people currently on board, including 60 crew members, are symptomatic.”
The three deaths occurred during the voyage. The remaining infected passengers had recovered or were stable.
The Andes strain is the only hantavirus with documented person-to-person transmission. A NEJM study of a 2018–2019 outbreak in Argentina showed that transmission on the day of fever onset is possible even with brief contact — including one case involving only a few minutes of proximity on the way to a restroom. At the same time, the WHO consistently rated the risk for the general population of Tenerife as “low”: no systemic transmission pathway outside close, known contacts on board.
The Apparatus#
What Spain and the WHO deployed for the evacuation:
WHO level: Tedros Adhanom Ghebreyesus, WHO Director-General, travelled personally to Tenerife. He held a press conference at the port. The day before, he had published an open letter to the people of Tenerife. A comparable WHO DG deployment for an outbreak of this scale — under ten cases, no PHEIC — is difficult to find precedent for.
EU level: Spain activated the EU Civil Protection Mechanism — Interior Minister Fernando Grande-Marlaska justified the decision on “humanitarian grounds.”
Military and security: Spanish military vehicles transported passengers ashore. The Guardia Civil escorted the ship. The entire corridor from ship to aircraft was fully cordoned off. Passengers travelled in “sealed, guarded vehicles” through a “completely cordoned-off corridor” and wore FFP2 masks. Protective suits were visible on site according to media reports — ZDF, derStandard.
Logistics: Disembarkation proceeded by nationality — each group only when the aircraft bound for their country was standing on the runway. A total of 10 evacuation flights: 6 for EU countries, 4 for non-EU. Spanish passengers were flown to Madrid by military aircraft and placed in hospital quarantine. The 17 US citizens received a dedicated American evacuation flight. Luggage remained on board. The ship set course for the Netherlands for decontamination.
What would a proportionate response have looked like? Coordinated repatriation through normal consular channels, health screening at disembarkation, medical accompaniment for those convalescing among the confirmed cases. The EU Civil Protection Mechanism is designed for multinational scenarios — its activation is defensible. The personal travel of the WHO Director-General is not: for an outbreak with no active cases on arrival, WHO risk level “low,” no PHEIC — there is no operational justification.
“This Is Not Another COVID”#
The comparison to COVID was already circulating on social media before 9 May — Reddit cruise forums filled with pandemic references, a viral 2022 X post that had “predicted” hantavirus for 2026 reached 255,000 likes. The images from the port of Granadilla — protective suits, sealed vehicles, military escort — did the rest.
Tedros’s letter to the people of Tenerife addresses this comparison directly: “But I need you to hear me clearly: this is not another COVID.”
The sentence responds to a real discourse — that is legitimate. At the same time it does exactly what it seeks to prevent: it places COVID by name into the room. Anyone who reads the letter thinks of COVID — because the letter instructs them not to. Whether this was pre-bunking or unavoidable communication in a heated information environment: the result is the same. The comparison becomes more, not less, legitimate through its denial.
At the press conference in the port, Tedros added: “You will have no contact with them – nor will your families.” Addressed to a population that would already have had no contact with a ship carrying no active cases.
Staging as Structure#
The institutional apparatus activated for the Hondius evacuation — WHO DG personally present, EU civil protection, military transports, 10 flights, cordoned corridors, protective suits in the port — produces a visual and communicative inventory: crisis imagery that inscribes itself in collective memory regardless of whether the severity of the outbreak justifies it.
This is not a claim of coordination. Institutions act according to learned scripts. The WHO knows what a visible deployment looks like. Spain knows how to reassure a tourism economy. The EU Civil Protection Mechanism is designed for multinational consular situations. None of these actors needs to coordinate for the result to produce the same image as 2020.
This image has a function in the ongoing accountability discourse. Whoever in the same week that Müller, Brinks and Ioannidis publish their zero-balance measures analysis in Scientific Reports, whoever in the same week that the Bundestag Inquiry Commission on 7 May deliberates on NPI effectiveness — whoever in that week shares the hazmat images from Granadilla and asks whether that was proportionate, ends up linguistically alongside those who dismiss Sprenger and Radbruch as immunological dilettantes or write off the Court of Auditors’ findings as conspiracy theory.
That is the function of the image. Not intent — effect.
