The COVID-19 vaccination campaign was the largest immunization effort in the history of the Federal Republic of Germany. Within months, millions of people were vaccinated — initially voluntarily, then under increasing pressure. The Cologne Corona Protocols document how this pressure was enforced down to the municipal level. And they reveal a remarkable gap: the question of side effects.
Building the Vaccination Pressure #
The protocols trace the development from initial vaccination prioritization to a nationwide campaign. What began as a voluntary offer was progressively linked to access restrictions.
With the introduction of the 2G rule — access only for the vaccinated and recovered — unvaccinated individuals were barred from large parts of public life. The Cologne Protocols document the implementation at the municipal level: checks in restaurants, cultural venues, sports facilities. Our keyword analysis found 727 hits in the “Vaccination/Side Effects” category across all protocols.
The city’s main committee put it this way:
“The main committee is concerned that many employees in care facilities, hospitals, daycares, and schools are not vaccinated.”
The focus was not on individual health decisions, but on the vaccination rate as a political objective.
The Facility-Based Vaccine Mandate #
From March 2022, a facility-based vaccine mandate applied to employees in healthcare and nursing facilities. The Cologne Protocols document the implementation: reporting obligations, proof checks, entry bans. Staff who did not want to be vaccinated faced the choice between vaccination and losing their profession — during a phase when the healthcare system was already suffering from staff shortages.
The Gap: Side Effects #
What is largely absent from the over 12,000 pages of protocols is a substantive discussion of vaccine side effects. While at the federal level, the Paul Ehrlich Institute’s SafeVac 2.0 study was underway — with over 700,000 participants — the Cologne crisis team protocols contain no indication that side effect data informed municipal decision-making.
The SafeVac study remains unanalyzed to this day. The raw data is kept secret. The reported numbers deviate by 42 percent. And a German court sees no problem with any of it.
At the municipal level, the pattern is mirrored: vaccination pressure yes. Side effect monitoring no.
From Voluntariness to Coercion #
The chronology in the Cologne Protocols shows a stepwise escalation:
- Early 2021: Vaccination prioritization, vaccination centers, mobile teams for nursing homes
- Summer 2021: Vaccines offered to all, campaigns, low-threshold offers
- Autumn 2021: 2G rule, exclusion of unvaccinated from public life
- Winter 2021/22: Booster campaign, discussion of general vaccine mandate
- March 2022: Facility-based vaccine mandate takes effect
Each step was presented as necessary. Each step increased the pressure on those who did not want — or could not — get vaccinated.
Conclusion #
The Cologne Protocols document a vaccination campaign implemented at the municipal level with considerable administrative effort and social pressure. What they do not document is a critical examination of the risks of this campaign.
In a city that knew schools were not hotspots, that hospitals were not overwhelmed, and that incidence was a product of the testing strategy, vaccination pressure was nonetheless maintained — without any recognizable consideration of the side effect signals accumulating at the federal level.
The reckoning with the vaccination campaign has only just begun. The Cologne Protocols are another piece of an increasingly clear picture.
