The Foundation That Wasn’t One #
The entire 2G regulation was based on a single assumption: whoever is vaccinated protects others. Protection of others. Solidarity. “My vaccination protects you.”
This assumption was wrong.
Lauterbach admitted it before the Enquete Commission: with the Omicron variant — which became dominant from December 2021 — the protection of others was not present. Vaccinated people could spread the virus just as much as the unvaccinated.
December 2021. From that point on, 2G had no epidemiological basis. Yet 2G rules continued — well into 2022.
On October 10, 2022, Pfizer manager Janine Small confirmed before the EU Parliament, answering a question from Dutch MP Rob Roos: transmission had never been tested before market authorization.
The vaccination was never tested to determine whether it prevented transmission. And yet an entire regulatory framework — 2G, 2G+, institution-based vaccination mandates — was built on exactly this claim.
What 2G Meant in Everyday Life #
The Restaurant #
From November 2021, unvaccinated people in most German states could no longer enter a restaurant. Not the corner pub. Not the family dinner at the Italian place. Not the business lunch.
A negative test wasn’t enough. A recovery certificate expired within a few months. Only vaccination counted.
Waiters became bouncers. Restaurant owners who had just survived two lockdowns had to check their guests — or risk fines.
The Hairdresser #
In Saxony, Bavaria, and Hamburg, unvaccinated people could no longer visit a hairdresser from late November 2021. In Saxony, this applied from age 15.
The hairdresser had been classified as a “basic need” in 2020 — one of the first businesses allowed to reopen after the first lockdown. A year later, it was accessible only to the vaccinated.
Basic personal hygiene. Tied to a QR code.
The Christmas Market #
Christmas 2021. The images went around the world: fenced Christmas markets with security at the entrances. Vaccination proof or stay outside.

Mulled wine only with vaccination proof. This was not satire. This was German winter 2021.
The Church Service #
The churches — both Protestant and Catholic — implemented 2G/3G access rules for services. On Christmas Eve 2021, unvaccinated people in several German states could not attend Christmas services.
The church, which presents itself as a place for everyone, sorted its congregation by vaccination status. EKD Council Chair Heinrich Bedford-Strohm actively campaigned for vaccination. Regional Bishop Friedrich Kramer said: “Jesus would get vaccinated.”

The Hospital #
Throughout the pandemic, strict visiting bans or massive restrictions applied at most German hospitals. One visitor per day. Only with a negative test. Later only with 2G/3G.
The consequences:
- The dying lay alone. Relatives were not allowed at the bedside. No last words. No hand-holding.
- Births without a partner. Women gave birth alone — the father was sometimes only allowed into the delivery room in the final minutes.
- Dementia patients isolated. Nursing homes had visiting bans for weeks. The rapid deterioration of many residents is documented.
- Children without parents. Parental visits on children’s wards were restricted.
The German Ethics Council under Alena Buyx classified this as proportionate. The Deutsche Stiftung Patientenschutz (German Patient Protection Foundation) repeatedly criticized the regulations.
The Workplace #
On November 24, 2021, 3G in the workplace took effect (§28b IfSG). Those without vaccination proof had to test daily. Those who refused: access ban. Salary suspension.
On March 16, 2022, the institution-based vaccination mandate (§20a IfSG) came into force: care, hospitals, doctor’s offices, emergency services. An estimated 5,000 to 30,000 nursing staff left the profession or received activity bans — in a sector that already suffered from staff shortages before the pandemic.
In the Bundeswehr, the vaccination was required to be tolerated from November 24, 2021. Soldiers faced existential consequences for refusal.
The Legal Situation — and Its Unraveling #
The 2G rules were based on Sections 28a and 28b of the Infection Protection Act, inserted in November 2020 and expanded in November 2021.
The Federal Constitutional Court confirmed the institution-based vaccination mandate as constitutionally sound on April 27, 2022 — citing the “threat level at that time.” A decision based on RKI data that, according to the later unredacted RKI protocols, had been politically influenced.
Several administrative courts retroactively declared individual 2G measures disproportionate — including courts in Osnabrück and Düsseldorf on retail restrictions.
Legal accountability is ongoing. But it comes too late for the people who lost their jobs, couldn’t visit relatives, or stood outside church doors on Christmas Eve.
“Pandemic of the Unvaccinated” — Internally Recognized as False #
On November 5, 2021 — in the middle of the peak phase of 2G introduction — the RKI internally acknowledged that the phrase “pandemic of the unvaccinated” was “factually incorrect.” “The entire population contributes.”
The phrase was used anyway. By Spahn. By Merkel. By ARD and ZDF. It became the justification for 2G, for the institution-based vaccination mandate, for excluding millions from public life.
The foundation was wrong. The RKI knew it. And stayed silent.
The Society That Went Along #
2G was not just a regulation. It was a social consensus.
Neighbors reported neighbors. Friendships broke over vaccination status. Families split. “I no longer invite unvaccinated people” was not an isolated case — it was mainstream.
Celebrities participated. 200 musicians under #impfenschützt. Campino, who had still refused the swine flu vaccination in 2009, campaigned for the Corona vaccination in 2021.
The 53 actors of #allesdichtmachen, who published ironic videos against Corona policy in April 2021, were cancelled within 24 hours. Careers ended. Apologies forced.
Whoever criticized 2G was a “Querdenker.” Whoever questioned school closures was a “Covidiot.” Whoever didn’t want the vaccination was unsolidary.
And today? Today the Health Minister says: “Too drastic.” Today the Enquete Commission admits that protection of others didn’t exist with Omicron. Today the RKI protocols are unredacted.
But the apologies don’t come.
What Remains #
2G was the largest experiment in social exclusion in the history of the Federal Republic. Millions of citizens were excluded from public life — based on a claim that the RKI internally knew was false and that Pfizer had never tested.
The courts review retroactively. The Enquete Commission documents. The media that defended 2G are slowly discovering nuance.
But the central question remains unanswered: if the basis for 2G was wrong — who compensates the people who lost their jobs, couldn’t visit relatives, couldn’t have their children baptized, stood outside locked church doors on Christmas Eve?
No one has answered this question. No one wants to answer it.
